Position Summary

BRAC is an international development organisation founded in Bangladesh in 1972 that partners globally with over 100 million people living with inequality and poverty to create opportunities to realise their potential.

Protection Focal Point will, in close coordination with UNHCR Protection Focal Points and BRAC & BLAST legal Officers, provide individual protection case management and protection counselling services for refugees.

Job Responsibilities

Programming

  • Consistently apply International and National Law in observance of organizational standards and codes of conduct;
  • Maintain close coordination with the BRAC or BLAST Legal Officers, UNHCR Protection Focal Points and refugee volunteers to form a Cluster that provides legal protection services to several camps;
  • Provide individual counselling on protection issues to refugees;
  • Apply an individual protection case management approach to resolving refugees’ protection issues, including developing case management plans and managing referrals to different service providers.
  • Liaise with and advocate with competent authorities to ensure protection outcomes, including the issuance of documentation;
  • Maintain records of protection cases and interventions in a secure database;
  • Identify, record and securely report protection incidents occurring in camps of responsibility;
  • Coordinate protection activities in the camp when assigned as the Protection Sector focal point organizing coordination meetings and protection interventions;
  • Execute the duties as the Protection Emergency Response Unit (PERU) focal point when assigned to the role;
  • Monitor the activities of Protection volunteers and provide the necessary support to fulfil their duties;
  • Comply with, and monitor compliance of, Standard Operating Procedures (SOPs) for all protection activities;
  • Participate in initiatives to capacitate authorities, relevant institutions and NGOs to strengthen national protection-related legislation and procedures;
  • Stay abreast of political, social, economic and cultural developments that have an impact on the protection environments;
  • Grant Management and Reporting:
  • Monitoring and Progress Controls
  • Key performance indicators reflecting number of counsellings delivered, protection cases assessed, serious security incidents recorded, referrals made and interventions performed.
  • Protection incidents are identified, reported and recorded in a timely manner.
  • Compliance with global protection policies and standards of professional integrity in the delivery of protection services.
  • Prepare and submit monthly, quarterly, half-yearly, and annual legal statements and work plans.
  • Compile internal and external reports within agreed deadlines using BRAC and UNHCR formats.
  • Staff Management and Development
  • Build and maintain open, supportive relationships with team members to promote team spirit.
  • Provide ongoing constructive feedback and develop action plans for protection volunteers.
  • Train, mentor, and coach team members to strengthen technical capacity and address gaps in knowledge and practice.
  • Coordination
  • Work closely with the UNHCR Protection Focal point, and BRAC/BLAST lawyers to ensure programming is well-supported and aligns with BRAC policies and procedures.
  • Collaborate with other BRAC departments to ensure effective working relationships.
  • Establish and maintain relationships with community members, NGOs, government authorities, and UN agencies.
  • Participate in internal coordination meetings and ensure effective collaboration with partner organisations and stakeholders.
  • Safeguarding:
  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.


Required Educational Qualifications
  • Graduation Equivalent in Any discipline
Additional Qualifications

  • Demonstrated knowledge and understanding of theories, concepts, and approaches related to International Human Rights Law, International Humanitarian Law, National Laws, and the SGBV context.
  • Strong communication and articulation skills, with awareness of socio-economic, cultural, and political sensitivities.
  • Post-secondary education and/or additional certification/training in International Law, Political Science, or a related field will be considered an added advantage.
  • Good command of written and spoken English, with knowledge of Chittagonian and/or Rohingya language.
  • Proficient computer skills, including the use of email, web browsing, and data entry techniques.


Education

  • Bachelor/Honors
  • Graduate from any UGC-approved university/institution with a concentration in Law, Political Science, International Law, Refugee Law, Human Rights, or Social Sciences.

Experience

  • At least 2 years
