Job Description

  • Finance and Admin Officer will work under direct supervision of UC and with technical guidance from Senior Finance Officer and Head of Procurement, Logistics and Admin Cell. S/he is required to do below mentioned activities to proper implementation of the Program.
  • Assist SFO for preparation of program budget guidelines in consultation with the program management staff.
  • Ensure payment of salary to the staffs in his/her assigned Upazila.
  • Ensure payment to suppliers on time in his/her jurisdictions.
  • Assist SFO for tracking of fund status for proper reporting and ensuring timely fund requests.
  • Overall responsibility on budget execution.
  • Certify & review monthly/quarterly expenditure report.
  • Ensure timely preparation and submission of the financial reports.
  • Ensure update the books of accounts on a regular basis.
  • Ensure compliance with Income Tax Act of the government of Bangladesh.
  • Ensure compliance with VAT Act of the government of Bangladesh and USAID.
  • Maintain banking transaction.
  • Maintain administrative/accounts/logistic support for smooth function of the project.
  • Maintain records of fixed assets and stock register regularly.
  • Ensure all materials/logistics is delivered to the staff according to plan in a timely and safe manner and used appropriately.
  • Ensure project material, project staff's comply with organization's visibility rules
  • Provide logistics support during training, meeting, workshop etc.
  • Maintain and check the log books (fuel, lubricant, maintains etc) of the motorcycles.
  • Ensure security of the assets and office.
  • Provide necessary support to procurement related work and its documentation.
  • Assist to vendor enlistment.
  • Ensure vendor monitoring and quality service.
  • Provide necessary support to June closing.
  • Staff supervision under you (if necessary).
  • Support supervisor & Deputy Director, Finance & Admin for different documents filing & preservation.

Education Requirements:

  • Masters in Commerce from a reputed university

Additional Requirements:

  • At least 04 years experience in financial management including clear understanding about budget preparation, cash management, financial report, budget variance analysis, asset management, dealing VAT/Tax, procurement, stock management, logistics management etc. Experience on food security related projects or USAID fund handling will be added advantage
  • Familiar with soft-ware based accounting system
  • Ability to maintain cash book & ledger
  • Computer knowledge on MS Office, MS Excel and Power Point.
  • Able to maintain all process of procurement in accordance with USAID rule/regulations
  • Knowledge on USAID rule/regulations
  • Has knowledge on VAT/Tax compliance
  • Proficiency in both written and spoken English.
