Job Context

  • Position Reports To : Sr. Technical Advisor/Team Lead
  • Positions Supervised : N/A
  • Summary Scope of Work:
  • The Human Resources Officer will provide Human Resources (HR) support to Jhpiego Bangladesh office for effective delivery of HR services and functions. This includes advising staff on all HR matters e.g. recruitment, performance management, HR administration, employee relations etc. in accordance with the HR policies. The HR Officer will also ensure compliance with local labour laws.

Job Responsibilities

  • Review and update HR policies as per local laws and best practices in the international NGO community. Ensure that staff are made aware of these policies and interpret them as necessary or requested by staff.
  • Provide advice to staff and supervisors on various HR policies and best practices
  • Oversee the recruitment, selection and on boarding of all new staff including review of job descriptions, advertisements, screening of applications, interview and selection process, reference checks and contracting.
  • Negotiate salaries with approval from the Project Team Lead
  • Develop and coordinate orientation schedules for all new staff
  • Prepare and update employment agreements ensuring that they are in keeping with local law and Jhpiego’s practices.
  • Register and update employment benefits (such as health Insurance).
  • Oversee the review and renewal of the Jhpiego Bangladesh medical scheme; provide day-to-day administration of staff benefits and answer queries from staff regarding benefits
  • Update employee status for payroll purposes.
  • Compile payroll details every month and the changes thereof and liaise with the Finance office and/or accounting firm
  • Work closely with employee’s supervisors for Staff Performance Evaluation and take necessary actions (salary increase, promotions, reassignments and separation of employee).
  • Ensure effective administration of the performance management processes including appraisals after probation period, performance improvement plan (PIP) mid-year and end of year appraisals
  • Draft and process staff and consultant contracts, including rate negotiation.
  • Maintain HR database and Personnel files.
  • Maintain up to date employee records in both electronic (JEMS and J-drive) and hard copy files and ensure the files are complete and all required documentation is maintained in a confidential and secure manner
  • Provide backstopping support to staff on JEMS HR system including; updating staff records, timely approval of staff leave and timely submission of monthly timesheets
  • Remind and review staff time sheets every month
  • Handle employee grievances
  • Ensure that 90 day reviews are conducted appropriately.
  • Coordinate all exit procedures for staff leaving Jhpiego.
  • Develop and implement employee wellness and work life balance programs for staff.
  • Assume other responsibilities as assigned

Education Requirements:

  • Bachelor’s degree in HRM, administration or related field but Master degree is a plus

Additional Requirements:

  • 5 to 6 years of directly relevant experience required
  • In depth knowledge of the Bangladesh labor laws
  • Demonstrated ability to exercise confidentiality and professionalism
  • Demonstrated excellence in oral and written English
  • Ability to communicate effectively, instilling trust and confidence
  • Excellent organizational skills including the ability to handle a variety of assignments sometimes under pressure of deadlines.
  • Computer skills demonstrating competency of Microsoft office: Excel, Word and Power point
  • Ability to work independently and to exercise independent judgment
  • Be willing to take on extra responsibilities in order to achieve the goals/objectives set by the organization
